JAKARTA – Prime Minister Lawrence Wong will travel to Jakarta on July 6 for the Singapore-Indonesia Leaders’ Retreat to meet with President Prabowo Subianto.
The annual summit serves as the highest-level bilateral platform between the two nations, bringing together heads of government and senior ministers to coordinate policy and review cooperation across multiple sectors.
According to a statement from the Prime Minister’s Office (PMO) issued July 5, the meeting is intended to reaffirm the diplomatic relationship and solidify commitments to further bilateral collaboration.
“The Leaders’ Retreat reaffirms the deep and enduring bilateral ties between Singapore and Indonesia, and the commitment by both governments to deepening bilateral cooperation,” said the PMO.
Strategic Cooperation and Emerging Sectors
The discussions are expected to move beyond traditional partnerships in trade, investment, and defense, which have long underpinned ties between the two neighbours under the 2005 Framework Agreement on Economic Cooperation and subsequent bilateral accords. The two leaders will focus on integrating new technologies and sustainability initiatives into their bilateral framework, in line with national climate and digitalisation agendas.
Priority areas for expanded cooperation include:
- The green economy and carbon capture and storage, including potential alignment with both countries’ emissions-reduction commitments under the Paris Agreement
- Cross-border electricity trade to support regional energy security
- Artificial intelligence (AI) implementation and governance for public and private sector use
- Digital connectivity, including secure data flows and interoperable digital services
Wong and Subianto are scheduled to receive progress reports on bilateral projects initiated during the previous retreat and exchange views on current regional and global developments, including ASEAN’s role in maintaining economic resilience and open supply chains.
Economic Ties and Investment Flow
The diplomatic engagement occurs against a backdrop of significant economic interdependence, with Singapore maintaining a dominant position in Indonesia’s investment landscape and serving as a key conduit for global capital into the Indonesian economy.
In 2025, Singapore was the leading source of foreign direct investment (FDI) for Indonesia, contributing US$17.4 billion (S$22.4 billion). Much of this investment has been channelled into manufacturing, infrastructure, and the digital economy, areas that both governments see as critical to long-term growth and job creation.
Officials on both sides are expected to review how existing investment protection and tax arrangements can better support large-scale projects, including those in renewable energy and industrial decarbonisation.
Diplomatic Timeline
This meeting marks the second retreat for the current leaders, following a previous session held in Singapore in June 2025, which set out an initial workplan for cooperation under the new administrations in both countries.
The retreat cycle has historically involved high-level shifts in leadership. The April 2024 edition in Indonesia took place at the Bogor Presidential Palace, where then Prime Minister Lee Hsien Loong met with then President Joko Widodo. Both Lawrence Wong, then deputy prime minister and finance minister, and Prabowo Subianto, then president-elect, attended that session.
The Leaders’ Retreat format itself has evolved from earlier consultations into a standing institution of bilateral diplomacy, complementing regular meetings of foreign, defence and economic ministers and providing political direction for implementing agreements under the ASEAN Charter framework and other regional processes.
Ministerial Delegation
Prime Minister Wong will be accompanied by a delegation of senior cabinet members to handle specific sectoral negotiations and follow-through on implementation:
- Gan Kim Yong: Deputy Prime Minister and Minister for Trade and Industry
- Chan Chun Sing: Coordinating Minister for Public Services and Minister for Defence
- Vivian Balakrishnan: Foreign Minister
- Masagos Zulkifli: Minister for Social and Family Development
- Tan See Leng: Minister for Manpower and Minister-in-charge of Energy and Science and Technology
The presence of this line-up underscores the retreat’s focus on whole-of-government delivery, with trade, defence, foreign policy, social development, labour, and energy portfolios all represented at the table.
Coordinating Minister for National Security and Minister for Home Affairs K. Shanmugam will serve as acting prime minister during the visit, ensuring continuity of domestic decision-making while the Singapore delegation is in Jakarta.
