JERUSALEM – The Home Front Command will lift security restrictions across the majority of Israel starting at 6 a.m. Tuesday, signaling a return to routine operations for the civilian population.

The decision follows a statement from Prime Minister Benjamin Netanyahu that the fighting on the Iran front has ended for the time being. The restoration of normal activity is being coordinated across multiple government ministries to ensure the immediate resumption of public services.

While the majority of the country will return to standard operations, the Home Front Command specified that restrictions remain in place for communities situated along the confrontation lines near the country’s borders.

Educational Guidelines

The Education Ministry has ordered the resumption of full, in-person classes nationwide effective Tuesday, subject to ongoing Home Front Command safety directives. This directive ends previous restrictions that may have limited school activities or mandated remote learning in high-risk areas and is being implemented in coordination with local authorities and school operators.

Specific safety protocols remain for northern border communities, where schools are required to adhere to reinforced civil-defense standards:

  • Educational activities are permitted only in buildings or locations with access to a standard protected space, such as a reinforced classroom or shelter that meets national civil-defense specifications.
  • These locations must be reachable within the officially required warning time for that specific region, allowing students and staff to move to shelter immediately in the event of incoming fire.

Municipal education departments have been instructed to confirm compliance before reopening, ensuring that any remaining restrictions are clearly communicated to parents and staff.

Public Health Operations

The Health Ministry has issued instructions for all public health institutions to return to full operational capacity beginning Tuesday morning, restoring routine services that had been curtailed or postponed during the period of heightened alert.

This mandate applies to the following facilities:

  • Hospitals
  • Health maintenance organizations (HMOs)
  • Maternal and child health clinics
  • Other public health institutions

The ministry stipulated that these institutions must maintain a high level of readiness to implement emergency measures if security conditions change, including the rapid activation of emergency wards, diversion protocols for ambulances, and staff mobilization procedures. Hospital directors have been instructed to update contingency plans while resuming elective procedures and routine outpatient care.

Security Status and Governance Framework

The shift in guidelines follows the assessment provided by Prime Minister Benjamin Netanyahu, who stated that the “fighting on the Iran front has ended for the time being.” Under Israel’s civil-defense framework, the Home Front Command is empowered to issue binding instructions to the civilian sector under the Defense (Emergency) Regulations, and Tuesday’s easing of restrictions reflects a formal downgrade in assessed risk for most of the country.

The Home Front Command, which manages the Israel Defense Forces’ (IDF) civil defense efforts, continues to monitor border regions where restrictions remain active to ensure civilian safety during the transition back to routine activity. Local councils in these areas are expected to keep public shelters accessible and to maintain rapid alert systems even as national guidance shifts toward normalcy.

All public institutions – including schools, government offices, and health facilities – are expected to be fully operational by Tuesday morning, marking a coordinated nationwide move from emergency footing back to routine governance while preserving the ability to escalate again on short notice if required.
