PATI – The Ministry of Social Affairs has committed to providing comprehensive recovery services for students victimized in a mass sexual abuse case at an Islamic boarding school in the Pati District of Central Java.
The government intervention follows allegations that the leader of the Ndolo Kusumo Pesantren sexually assaulted approximately 50 female students. The scale of the case has triggered a multi-agency response aimed at victim rehabilitation and the determination of the institution’s future, which could include the suspension or revocation of its operating license under Indonesia’s 2019 Law on Islamic Boarding Schools.
Social Affairs Minister Saifullah Yusuf met with victims, their parents, and legal representatives to coordinate protection, rehabilitation, and empowerment measures, stressing that the state bears responsibility for ensuring both redress and long-term safeguards in religious education settings.
Victim Recovery and Educational Continuity
Minister Yusuf stated that the government’s priority is the immediate welfare of the students and ensuring their education is not interrupted by the trauma of the abuse.
“We have agreed to take recovery steps for all victims while identifying solutions to ensure that all students at the pesantren can continue their studies,” Yusuf said.
The Ministry of Social Affairs will implement a profiling system to assess the specific psychological and social conditions of each victim and their families. This data will be used to customize counseling initiatives, educational support, and financial or social assistance, including potential placement in alternative schools where required.
Yusuf further asserted the government’s commitment to “guaranteeing inclusive access to safe and comfortable learning environments” for all students, adding that the ministry is prepared to coordinate with child protection services and local authorities to monitor conditions at other boarding schools in the region.
Legal Proceedings and Arrest of the Suspect
The investigation centers on the leader of the Ndolo Kusumo Pesantren, identified as AS. Following a series of police summons in Pati that the suspect ignored, law enforcement tracked him to a hideout in the Wonogiri District.
The timeline of the suspect’s apprehension is as follows:
- May 7: Police arrested AS following his flight from Pati after repeatedly failing to respond to official summons.
- Location of Arrest: Wonogiri District, Central Java.
- Allegations: Sexual assault of approximately 50 female students in his care at the pesantren.
Minister Yusuf called for the strictest possible legal penalties to serve as a deterrent for future crimes of this nature, specifically urging law enforcement and prosecutors to seek a life sentence where permitted under Indonesia’s child protection and criminal codes, and to pursue aggravating charges linked to abuse of authority in educational institutions.
Inter-Agency Oversight and Institutional Review
Because pesantrens operate as both educational and religious institutions, the response involves coordination between social, religious, and local government bodies, with oversight from the Ministry of Religious Affairs as the primary regulator of Islamic boarding schools.
The Ministry of Social Affairs is working alongside the Ministry of Religious Affairs to evaluate the status of the school. This joint review will determine whether the institution can continue providing services or if its operational license must be revoked, and is expected to feed into broader discussions on strengthening boarding school supervision in line with national child protection standards and best-practice safeguarding guidelines such as those promoted by UNICEF Indonesia.
Acting Pati District Head Risma Ardhi Chandra confirmed that a dedicated task force has been established. This task force includes representatives from:
- The Ministry of Religious Affairs
- The local education office
- Pati district government authorities
Chandra stated that the Pati government has already rolled out initial aid programs for the victims and that the case remains under intense scrutiny by multiple ministries to ensure justice for the students and to prevent similar abuses in other institutions.
The Ministry of Social Affairs is now proceeding with the profiling of victims to tailor specific assistance and counseling programs, while the inter-agency task force prepares recommendations on governance, oversight, and accountability mechanisms for pesantrens across the district.
