70-Year-Old Man Dies After Falling Into Waters Off Pulau Ubin During Construction Transport

SINGAPORE – A 70-year-old man died after falling into the waters off Pulau Ubin on the afternoon of July 1.

The incident occurred during the transport of construction materials to the island, prompting an emergency response from maritime and rescue authorities.

The death highlights the inherent risks associated with small-vessel transport in the eastern waters of Singapore, where boatmen provide essential logistics for the island’s limited infrastructure and for visitors who typically reach the island via bumboats operating between Changi Point Ferry Terminal and Pulau Ubin.

Emergency Response and Recovery

The Singapore Civil Defence Force (SCDF) and the police reported receiving a call for assistance at approximately 2 p.m. on July 1.

The emergency notification was logged at 91 Loyang Way, a strategic maritime hub that houses both the Police Coast Guard’s Loyang Base and the Loyang Marine Fire Post.

Rescue teams retrieved the man from the water and transported him to a hospital. Authorities confirmed on July 2 that the man was unconscious upon arrival and subsequently passed away.

The operation followed established procedures for maritime incidents under the Maritime and Port Authority of Singapore’s safety and incident-response framework, which governs navigational safety and emergency coordination in Singapore’s territorial waters.

Circumstances of the Incident

Reports indicate the deceased was a professional boatman who had previously resided on Pulau Ubin before relocating to mainland Singapore.

On the day of the accident, he was engaged in transporting construction supplies to the island on behalf of a contractor, part of the routine movement of building materials needed to maintain Pulau Ubin’s basic facilities and limited road network.

The sequence of events is as follows:

  • The boatman arrived at Pulau Ubin to deliver cargo.
  • He completed the process of unloading the construction supplies.
  • While standing at the front of the boat, he lost his balance.
  • He fell overboard into the surrounding waters.

Local operators said such trips are typically conducted on small open boats with low gunwales and minimal barriers, placing a premium on balance, experience and adherence to on-board safety practices, especially for older crew.

Investigative Status and Safety Implications

The Singapore Police Force has launched an investigation into the incident to establish the precise cause of the fall.

Preliminary findings suggest that the event was accidental. Police stated they do not suspect foul play at this time.

Investigations remain ongoing.

The case is expected to feed into routine reviews of small-craft safety in and around Pulau Ubin, where privately operated boats form a critical last-mile link that supports residents, contractors and recreational visitors. Any findings could inform future guidance to boat operators and contractors on risk controls for ageing workers and for the handling of cargo in near-shore waters.
