ANGELES CITY – The Angeles City government has established a specialized task force to investigate the causes of a recent building collapse within the city.

Mayor Carmelo Lazatin II formalized the move through Executive Order No. 26, which creates the Angeles City Fact-Finding and Investigation Task Force. The body is mandated to conduct a thorough, impartial, and comprehensive inquiry into the structural failure.

The investigation aims to determine the exact factors that led to the collapse to ensure accountability and establish updated safety measures for urban construction, in line with national standards under the Philippine National Building Code.

Mandate of the Fact-Finding Task Force

Under Executive Order No. 26, the task force is tasked with leading the official inquiry into the incident. The investigation is designed to be evidence-based, relying on the expertise of government agencies and technical specialists, and to provide the city government with a defensible basis for regulatory action.

The primary objectives of the task force include:

  • Conducting an impartial inquiry into the circumstances of the collapse, including a review of permits, inspections, and contractor compliance.

Representatives from the Department of Public Works and Highways (DPWH) have joined the task force in conducting a detailed technical evaluation at the collapse site.

The DPWH, as the national agency responsible for infrastructure and engineering standards in the Philippines, provides the technical oversight necessary to analyze structural integrity and benchmark the building’s design and materials against prevailing codes and issuances.

During the site visit, investigators gathered material samples from the debris. These samples have been submitted for laboratory examination and detailed engineering analysis, a process officials say is critical to determining whether the collapse was isolated or indicative of systemic weaknesses in enforcement.
